The Keystone Development Center (KDC) has been providing technical assistance to emerging, start-up and established cooperatives along with other group-based businesses throughout the Mid-Atlantic Region since 1999. Our consultants provide quality research and business development support to a variety of clients.  We serve businesses and individuals across varied industry sectors in four states  – Pennsylvania, New Jersey, Maryland, and Delaware. 

Over the life of KDC, we have worked with 289 community owned businesses or start-up ventures. Since 1999 we have delivered 49 feasibility studies and 18 business plans. KDC conducted 47 focus groups and member/consumer surveys. KDC helped incorporate 45 businesses and assisted in policy and legal documents, including the writing of 33 sets of bylaws for our clients. Extensive educational and training were provided to more than 60 groups since we began our cooperative educational programming in 2018. IT services were delivered to 12 groups. KDC helped 52 groups secure over $3.38 million in grants or other funding beyond our RCDG Grant. Our clients represent many sectors: Agricultural Marketing, Worker Owner, Food Cooperatives, Purchasing, Shared Services, Broadband, Energy/Utilities, and more. Our services include meeting facilitation, co-op education, bylaws and incorporation, member equity drives, feasibility analysis, market research, business planning, financial modeling, board development, management development, organizational analysis, administrative systems, cooperative law and cooperative taxes.
